Joint Press Release

From the municipal offices of the PRRA, RM and City of Portage la Prairie

January 22, 2018

STRIDE PLACE, PORTAGE LA PRAIRIE: The Rural Municipality of Portage la Prairie (RM), together with the City of Portage la Prairie (City), is pleased to announce Delta Beach Campground will be managed by the Portage Regional Recreation Authority.

This is the first recreational site in the rural area to be managed by the Portage Regional Recreation Authority. The City and RM created the PRRA entity in 2009 to provide recreational services for the City and Rural municipalities.  With a shared and strong commitment to community, the depth and quality of recreational services delivered to the region have increased substantially in the last nine years.

Expanding the range of recreational services to include the management of Delta Beach Campground is the natural next step of progress. With marketing and service delivery expertise already a foundational asset for PRRA, the additional responsibility will not only transfer into PRRA’s operations smoothly, it will also enhance the overall campground experience in the region.

Both Reeve Kam Blight and Mayor Irvine Ferris pay tribute to the cooperation of the RM in its construction of the 49 site campground and willingness of the PRRA to manage the new facility. "The cooperative efforts and sharing of resources continues to create a win, win situation in which the two municipalities are able to build on and strengthen our community with not only new industries but recreational opportunities for our citizens and visitors."

Details of the management terms are being finalized and announcements on the booking process for seasonal sites will be announced shortly by the PRRA. For background information on the campground, see Schedule A. Information will also be posted on the RM, City and PRRA websites.

Schedule A                Background

Delta Beach Campground

Location: 15-minute drive North of the City of Portage la Prairie on Highway 240 to Delta. Then West on Hackberry Ave West.

Pre Flood

There were 25 camp sites at the Delta Beach campground prior to the 2011 flood. Seasonal sites were leased through the RM office.

The 2011 flood destroyed much of Delta Beach including cottages, homes and the campground, leaving it unusable. The East Washroom was destroyed and eventually demolished in 2016.  The seasonal and daily camping areas at Delta were totally destroyed.

New Design Project and Approval

The RM was faced with the task of rebuilding the campground as soon as possible, to once again make it the iconic destination for campers and beach lovers.

The public provided input into the redevelopment of the seasonal and daily campground at Delta. This was a large factor in the final conceptual design.

31 sites with electrical and water services – of which 20 are seasonal

18 un-serviced sites

2 Washroom buildings with coin operated showers, wheel chair accessible.

Development Costs

The cost to develop the campground was approximately $1.5 Million, with funding of approximately $0.7 Million from Disaster Financial Assistance, $0.7 Million from contributions from Manitoba Hydro through the Community Development Fund and $0.1 Million from other grant sources. This includes additional works to complete the campground in time for the 2018 season.
